Leadership

  • Stratton Design Build is a Service-Disabled Veteran Owned Small Business (SDVOSB) led by owner/CEO Jonathan Stratton, who’s experience includes 25+ years of combined Federal, Commercial, Military engineering and construction expertise, completing over $2B in construction projects. Mr. Stratton served 20+ years in the Air Force, beginning his career as an enlisted crew chief on F-16’s, eventually commissioning as an Engineering Officer and Deputy Base Civil Engineer at Sky Harbor International Airport and eventually retiring as a Captain.

Mr. Stratton first began his career in construction working for his father, an Ohio based General Contractor, constructing the first Lowe’s, Applebee’s, and Walmart’s in the 1990’s. Later attending Arizona State University, receiving a Bachelor of Science in Civil Engineering.

His Engineering career began in a mentorship program with the top 25 Engineering Firm, Morrison Maierle Inc., in Transportation Engineering and Airport Engineering. Further developing his career, he became a Federal Employee working for the largest Engineering and Construction organizations in the World. During his tenure with the US Army Corps of Engineers, Mr. Stratton excelled as a Project Manager working in Military Programs. In his time with the Corps of Engineers, Mr. Stratton managed complex projects, including the award winning first Net-Zero LEED Platinum Fort Irwin Hospital at a cost of $274M. Instrumental in managing the Pre-Construction, Design, and Construction activities. As a result, Mr. Stratton was sent to Germany to manage the $1.1 Billion Hospital in Landstuhl, Germany. His achievements were recognized, resulting in the Civilian Army Achievement Medal for his leadership as Project Manager.

Mr. Stratton was requested by name to serve as the Deputy Base Civil Engineer at Sky Harbor International Airport located in Phoenix, AZ. There he was responsible for managing all engineering and construction activities and associated facilities maintenance and their operating budget which exceeded $80M annually.

By FY15, Jonathan was recruited by a private sector Design Build General Contractor headquartered in San Diego, CA bringing his unique skill sets as a previous Federal employee. Leveraging his vast knowledge of the Federal Acquisition Regulation (FAR) process as a Federal Employee and shares many personal relationships with current Federal employees in leadership positions has shown to be an asset. His unique skill set was beneficial in Stratton being directly recruited by the Army Corps of Engineers for an Emergency Repair Project in Nogales, AZ leading a complicated repair project resulting from flood damage. Mr. Stratton’s personal relationships and leadership have led to sole source work, even in the Federal sector where typically everything is bid competitively.

Mr. Stratton’s leadership, technical expertise as an Engineer and Project Manager, leveraged relationships, private sector experience, and SDVOSB designation create a competitive advantage and provide a sustained, long-term growth outlook at Stratton Design Build.

  • Stratton Design Build has built their team around experience and proven leaders. Mr. Whittington was sought after to fill the role as Chief Operating Officer. Ending his tenured 20+ year Air Force career as a MSgt Production Superintendent tasked with effectively planning, scheduled, and prioritizing daily production actions for the F-16, while supervising 200+ technicians across 7 maintenance specialties and $750 million in assets.

Eric provides a global perspective on projects and provides a balance between clients and general contractors. Mr. Whittington has experience in the challenging field of health care construction working with the INOVA Design and Construction Team on over $30M medical renovation projects in northern Virginia. He has a Master’s Degree in Public Administration from Grand Canyon University and maintains several construction certifications to include ASHE, EM-385, Construction Quality Management for Contractors, OSHA 30.

  • William is appointed as our Chief Information Security Officer. With 15 years experience as an Active Duty Cyber Defense Operator in the United States Air Force he has served in numerous high profile positions and holds a Masters of Science in Cybersecurity and Information Assurance through Western Governors University and several industry IT certifications.

Additionally, he served for 2 years as a Special Operations Communicator, COMSEC and Cybersecurity Program Manager supporting the Air Force’s solitary Tier 1 Unit. William also deployed to the Middle East in support of Operation New Dawn and Operation Iraqi Freedom as a Network Control Center Operator and Client Support Technician for 332nd Air Expeditionary Wing Staff. Testimonials

“In my 16 years [in the Air Force], I’ve never seen a project of this magnitude come together in such a short amount of time. To be designed, funded for construction, and finished in the same fiscal year is incredible. Stratton did a phenomenal job executing this project...”

- Lt Col Queddeng, 161 ARW/CES Commander

“This project is part of the efforts toward meeting the 2005 executive order, directing a reduction in energy consumption by 30 percent for more than a 10-year period. These efforts were the result of many personnel working very hard to make sure everything was in position; from programming documents, to funding, to contracting and execution.”

- Mel Klaus, NGB/A7 Region 2 Energy Manager

“We had a vision to make this happen and you wouldn’t believe the number of times we were told ‘no’, ‘it’s not possible’ or ‘there’s no money’, but Stratton and his team wouldn’t accept ‘no’ for an answer. They kept pushing and didn’t give up, and now we are at this point where we are going to have a phenomenal facility. It’s quite an accomplishment.”

- Col Brewer, 161 ARW Commander
